The trees in bloom look beyond beautiful. Your photographer would not even have to do so much work to get the perfect portraits.  The romantic appeal that these trees lend to portraits seriously has no comparison.

However, since the cherry blossom season in Washington is an event in itself, it only makes sense to prepare for it likewise. First and foremost, get started on booking yourself the right photographer. Someone who is an expert at outdoor photography,  willing to listen to your suggestions, while giving some expert input, their quality, and customer service would be an ideal photographer.

A lot of people book photographers during the cherry blossom season in Washington DC, get started on finding one for yourself before all the good ones are taken! Also, be prepared to pay them more since taking professional pictures during the National Cherry Blossom Festival is no easy task considering the throngs of people present there and the permit fees that are required.

The location where you would want the portraits to be taken also needs to be decided (although most photographers have their favorite location picked). During the Cherry Blossom Festival most people opt for Capitol Grounds, National Mall, Lincoln Memorial and of course, the Washington Monument. Places like Brookside Gardens are even better since they have so many other trees in addition to cherry blossoms as well!
You can pick whichever location seems more convenient for you (just be mindful of the permit fees - if using a professional photographer).
Since it is highly unlikely that you would be the only one there to experience the beautiful trees in bloom, you should be prepared to encounter some crowds. A good strategy to beat the crowds here would be to arrive either  extremely early in the morning or  late in the evening. Try to schedule your photo-shoot for weekdays because they are relatively less crowded than the weekends. This way, you will increase your chances of finding a parking space and have your portraits taken in (somewhat) peace, too.
